We have found that this is due to a missing critical update for Windows. Please go to the Windows Update site. Once there, download and install all critical updates.
Note: After installing the first updates, you may need to go back to the site to check for any more. Some updates will not be available until other updates are installed. You will want to repeat this until it shows no more critical updates.
